Parish councils are statutory bodies. Members are elected for a term of four years and councils are funded principally by an annual precept. Income and expenditure for the next financial year are calculated in the form of estimates. The net amount (the precept) is added to council tax, collected by the county, borough or district council (principal authorities) and paid to parishes in two six-monthly instalments. Parish and town councils can apply for other funding such as grant and funding awards, but they do not receive funds direct from central government, as principal authorities do.

Will has been a member of Finstall Parish Council since it was formed in 1992 and took over the role of Chairman in 2016. He also represents the Council on the Village Hall Management Committee.

Christine Orr-Cooper
My name is Mrs Christine Orr-Cooper and I live with my husband and two collie dogs. I work as a Senior Community Occupational Therapist within the Redditch area. I have been a member of Finstall Parish Council for a good number of years now and enjoy taking an active part and interest in the local community. I am not a member of any political party. My interests include walking the dogs, cooking and I’m a “fine weather” camper!

Norman has been a member of Finstall Parish Council since its inception and has lived in the area since the mid 70’s where he is also involved with St Godwald’s Finstall Parish Church as Choirmaster. His day job is freelance Training and Development Consultant.

Caroline Spencer
Caroline was born in Finstall before moving to Aston Fields 21 years later when she married. Pursuing her interest in the local community Caroline has been a Finstall parish councillor for many years, as well as being elected to represent the Slideslow Ward at Bromsgrove District Council where she also undertook the role of Chairman. For twenty years up to early 2023, Caroline was a Governor at Finstall First School.
